Geçtiğimiz Nisan ayının sonlarında Cumhurbaşkanlığı seçimi için adayların belirlenmesinden sonra seçim kampanyaları başladı. Bir kısmı reformcu-teknokrat, bir kısmı muhafazakar-radikal kanada mensup  altı aday - Hasan Ruhani, İshak Cihangiri ve Mustafa Haşimitaba, S. İbrahim Reisi, M. Bakır Galibaf ve Mustafa Mirselim – 19 Mayıs’ta yapılacak seçimler için yarışıyor. 55 milyon seçmenin olduğu ülkede cumhurbaşkanı olabilmek için ilk turda kullanılan oyların yarısından fazlasını almak gerekiyor. Seçim kampanyasında ekonomik ve sosyal meseleler ağırlıklı yer tutuyor.

Ekonomik Durum ve Algılar
Iranpolladlı araştırma şirketi tarafından Nisan ayında yapılan bir ankete katılanların yüzde 42’si ülkedeki en önemli sorununişsizlik olduğunu söylüyor. İşsizlik, özellikle genç işsizliği ve geçim zorlukları İran halkının temel sorunları olarak görülüyor.Aslında Ocak 2016’da nükleer anlaşmanın uygulamaya girmesinden sonra İran ekonomisi önemli gelişmeler kaydetti, fakat 2012-2014 yıllarında yaptırımların etkisiyle İran ekonomisinde görülen daralmanın etkileri hala hissediliyor.
2011’de 600 milyar dolarayakın olan milli gelir (GSMH) şimdi 410 milyar dolar civarında. Trump başkanlığında Amerikan yönetiminin İran’a yönelik politikasının belirsizliği, nükleer dışı yaptırımların devam etmesi, petrol fiyatlarındaki düşüş nükleer anlaşma ile birlikte yaptırımların kalkmasına rağmen İran ekonomisinin hızlı bir şekilde toparlanmasını önlüyor. Ayrıca İran ekonomisindeki yapısal sorunlar, bürokratik engeller ve artan nüfus ekonomiyi olumsuz etkiliyor. Nitekim her yıl bir milyondan fazla genç işgücü piyasasına giriyor. Buna karşılık geçen yıl Cumhurbaşkanı’nın Ruhani’nin belirttiğine göre 700 bin kişilik istihdam imkanı yaratılmış. Sonuç olarak ekonomide makro düzeyde bazı ilerlemeler kaydedilse de Iranpoll anketine katılanların yüzde 51’i geçen dört yılda – Ruhani’nin cumhurbaşkanlığı döneminde - ekonomik durumunun pek değişmediğini söylerken, yüzde 35’i ekonomik durumunun kötüye gittiğini söyledi. Ankete katılanların yüzde 55’i Ruhani’nin ekonomi yönetimini başarılı bulmadığını belirtti. 
Ekonominin vaziyeti ve halkın çoğunluğunun ekonomi hakkındaki algı ve düşünceleri adayların ekonomi ile ilgili meseleler üzerinde yoğunlaşmasına sebep oldu. Mevcut Cumhurbaşkanı Ruhani ve Cumhurbaşkanı Yardımcısı Cihangiri hükümetin ekonomi performansını anlatarak seçmeni ikna etmeye çalışıyor. Nükleer anlaşmadan önce günlük 500 bin varile kadar düşmüş olan ham petrol ihracatı şimdi 2 milyon varile çıktı. Petrol satışlarının da artmasıyla geçen yıl İran ekonomisi yüzde 6 büyüdü ve içinde bulunduğumuz yılda yüzde 3’ten fazla büyümesi bekleniyor. Bir ara yüzde 40’a yaklaşan enflasyon uzun zamandır ilk defa yüzde 10’un altına düştü. İşsizlik ise yüzde 13 civarında. Ruhani, işsizlik meselesinin halledilebilmesi için ulaşım, iletişim, gaz ve petrol altyapısının modernize edilmesi gerektiğini, bunun için de 140 milyar doların lazım olduğunu söyledi. Bu çerçevede Ruhani’nin seçim programında yabancı yatırımcının çekilmesi, özel sektörün güçlendirilmesi ve turizmin geliştirilmesi hedefleniyor.

Reisi ve Galibaf’ın Vaatleri
Seçim yarışında Cumhurbaşkanı Ruhani’nin iki güçlü rakibi var; Reisi ve Galibaf. Cihangiri’nin seçimden önce Ruhani lehine yarıştan çekilmesi bekleniyor.Ekonomide yaşanan sorunlar ve halkın talepleri her iki adayın da ‘popülist’ vaatlerleöne çıkmasına neden oldu. Reisi’nin temel sloganı ‘İş ve İyilik(Kar ve Keramet)Hükümeti’. Reisi’nin açıklamaları eski Cumhurbaşkanı Ahmedinecad’ın söylemlerini çağrıştırıyor. Mesela gençlerin ekonomik sebeplerle evlenemediğine dikkat çekiyor ve devletin vatandaşlara mesken sağlamakla yükümlü olduğunu söylüyor. Reisi, toplumun dar gelirli kesimlerine halihazırda ödenen aylık nakdi yardımları (kişi başı 455 bin riyal - 14 dolar değerinde) üç kat artırmayı ve işsizlik sorunun çözümü için yılda 1,5 milyon istihdam sağlamayı vaat ediyor.Kendisini partiler üstü bir aday olarak göstermeye çalışan Reisi’nin doğrudan kimseyi hedef almamasıyla dikkat çekiyor. Kendisini ‘fakirlik ve işsizliğin düşmanı’ olarak tanıtan Reisi, ‘halkın menfaatine değişiklikler’ yapılacağını söylüyor.
Kendisini başarılı bir ‘teknokrat’ olarak sunan Galibaf ise İran GSMH’sini dört yılda 2,5 kat artıracağını iddia ediyor. Bunun için dış politikayı ekonominin hizmetine sokacağını, İran’ın özellikle bölge ülkelerine ihracatını artırmak suretiyle ekonomiyi büyüteceğini söylüyor.
Galibaf’ın vaatlerinden birisi de sosyal eşitsizlikleri gidermek için nakdi yardımları üç kat artırmak. Temel sloganı ‘Halkın Hükümeti.’ Galibaf işsizlik sorunun çözümü için işverenlerle iş arayanları buluşturmayı hedefleyen bir sistem kurmayı vaat etti. Bu doğrultuda bir internet sitesi açarak daha kampanya döneminde iş başvuruları almaya başladı. Galibaf’ın sitesi, ‘oyların satılmasına sebep olabilir’ gerekçesiyle kapatıldı.
Nükleer anlaşma seçim atmosferinde pek tartışma konusu yapılmıyor. Hem Reisi hem de Galibaf nükleer anlaşmaya bağlı kalacaklarını açıkladı. Fakat nükleer anlaşma ile ilgili olarak Ruhani hükümetinin tüm yaptırımların kaldırılacağını söyleyerek insanları yanılttığını ileri sürüyorlar. Ayrıca nükleer anlaşmanın ekonomiye bir fayda getirmediğini, işlerin hala durgun olduğunu, halkın sofraya yeni bir şey koyamadığını söylüyorlar. Bu bağlamda Galibaf, anlaşmanın sadece en zengin ve hükümetle ilişkisi olan yüzde 4’e yaradığını, geri kalan yüzde 96’nın mahrumiyetinin devam ettiğini söylüyor. Seçim kampanyasında en öne çıkan sloganlardan birisi ‘biz yüzde 96’yız!.’
Nükleer anlaşmanın kazançlarını sık sık dile getiren Cumhurbaşkanı Ruhani, ekonomik ve sosyal meselelerin çözülmesi için hükümetin elindeki imkanların sınırlı olduğunu belirtiyor. Bununla beraber ‘İran için’ sloganı altında ülkesinin geleceği için tekrar aday olduğunu söyleyen Ruhani, destekçilerinden  ‘geri dönmemelerini’, ‘yola birlikte devam etmelerini’ istiyor ve ‘İran’ı beraber inşa edelim’ diyor. Son yıllarda artan ve hükümet üzerinde baskıların artmasına sebep olan çevre sorunları ile ülkenin karşı karşıya olduğu diğer sorunların ‘herkesin’ yani bütün İran’ın meselesi olduğunu belirtiyor ve çözümün de birlikte hareket etmekten geçtiğini söylüyor. Bu çerçevede özellikle kadınlara, gençlere ve ‘azınlık’ gruplarınasesleniyor ve onların desteğini almayı hedefliyor.
Sonuç
Cumhurbaşkanlığı seçim kampanyasında ekonomik ve sosyal meseleler öne çıkarken dış politika pek gündeme gelmiyor. İdeolojik, siyasi farklılıklar da pek öne çıkmıyor. Fakat Ruhani, özellikle reformcu kesimlerin ve azınlıkların desteğini alabilmek içineski otoriter uygulamalar ile sosyal ve kültürel alanda kaydedilen ilerlemelerive hatırlatıyor. Bu hususta göze çarpan hususlardan birisi sosyal medyanın göreceli olarak serbestçe kullanılması, sansürün azaltılması vs. geliyor. Ruhani yanlıları geçmişte, özellikle Ahmedinecad dönemindeki aşırıcı uygulamalara atıfla muhafazakar adaylardan birisinin seçilmesinin doğuracağı ‘riskleri’ gündeme getirerek bu seçimin de tıpkı 2013 seçimi gibi ‘aşırıcılık’ ile ‘itidal’ arasında olacağı iddia ediyor.

Iran is headed towards twin elections to be held on 19 May. The twelfth presidential elections will take place at the same time with city/village council elections. The Council of Guardians, the body in charge of supervising elections in Iran, identified six persons among hundreds of hopefuls registered to run in the presidential elections, and the campaigning process has officially begun.


Political Factions and Candidates
One of the candidates is current president Hassan Rouhani. He has held high level positions since the revolution, and has good ties with the Supreme Leader, Ali Khamenei. For long years Rouhani served as his representative in the Supreme National Security Council. Rouhani was also known to have close relations with a leading ‘pragmatist’ figure Hashemi Rafsanjani, who died in last January. Rouhani, who was elected as president in June 2013, currently represents the technocrat-reformist alliance. The reformist faction that has been under heavy pressure for a long time views Rouhani as relatively closer to their position and supports him. Reformist Policymaking Council, a temporary umbrella organization that coordinates reformist movements,has aimed to reduce the risk of losing elections because of multiple candidates running from the same faction and has endorsed Rouhani for the presidential election.
Among the candidates confirmed by the Council of Guardians, current Vice-President Eshaq Jahangiri and former minister Mostafa Hashemi-Taba are regarded as pro-reform figures, as well. The nomination of Jahangiri is not a bid for running against President Rouhani, but as part of a strategy to field an alternative figure to represent technocrat-reformist front if Rouhani would be vetoed. Jahangiri is expected to contribute the campaign of the President by propagating achievements of the current government, and eventually to withdraw from the race in favor of Rouhani. Hashemi-Taba, one of the founders of technocratic the Executives of Construction (Kargozaran) party, is not considered an influential contender to challenge Rouhani
While the technocrat-reformist faction unified behind President Rouhani, conservative/principalist parties sought for a joint candidate to compete against the incumbent President. A number of conservative associations and parties that come together under the Popular Front for Islamic Revolutionary Forces (JAMNA) tried to choose joint nominees. For the first time the JAMNA hold two conventions to vote for presidential prospects in order to identify the joint nominee. Eventually the JAMNA nominated five people, and asked them to withdraw before the election-day in favor of the most popular one. Thus, many of high-profile conservative figures gave up the idea of running for the presidential elections. One of the joint nominees of the JAMNA, Mehrdad Bazrpash did not officially register for running in the elections. The Council of Guardiansdid not confirm qualifications of Alireza Zakani and Hamidreza Hajibabaie, both nominated by the JAMNA. Hence, only two of the joint nominees of JAMNA, Mohammad Baqer Qalibaf and Sayyid Ebrahim Raisi, have found opportunity to run. Qalibaf, who has been the mayor of Tehran for almost ten years, had previously run for the presidential elections in 2005 and 2013, and he had garnered almost 15 percent of the casted votes in both elections. Qalibaf is not the most popular candidate of the conservatives because he was ranked the fourth in the preliminary voting of JAMNA. The first nomination of JAMNA is S. Ebrahim Raisi, who was the most popular figure in the JAMNA voting. However, he did not show up in JAMNA conventions, and described himself as an independent candidate.
Although the JAMNA unified numerous conservative groups, Motalefeh (the Islamic Coalition Party), one of the oldest conservative movements that believed to be influential in the bazaar of Tehran did not join the camp. Instead, it nominated Mostafa Mir-Salim, former Minister of Culture, who passed the filter of the Council of Guardians. It is difficult to estimate his prospective performance because neither Mir-Salim, nor his political party run on their own in previous elections.
The surprise in the process of identification of nominees came from former president Mahmoud Ahmadinejad. He both supported the bid of Hamid Baqaie, who served as vice-president while Ahmadinejad was in office, and also nominated himself. In fact, his prospective come-back and candidacy was on the agenda for a long time. However, Supreme Leader Khamenei made it public in the last September that he did not welcome Ahmadinejad’s running in the elections. Then, the latter had ostensibly succumbed to the ‘advice’ of Supreme Leader. The Council of Guardians banned both Ahmadinejad and Baqaie from running in the presidential elections.

Contest between Rouhani – Raisi
After the Council of Guardians’ final decision on naming the presidential candidates,the election is expected be a contest between Rouhani and Raisi. Both areamong the ulema and are educated in law.  Rouhani has mostly engagedin political positions and has taken charge of security-related missions. Raisi hastaken missions in judicial affairs. He is still the prosecutor of the Special Court of Clerics. He has become the chairman of Astan-e Qodse Razavi, one of the richest religious foundations in Iran. This foundation has businesses on a wide scale in various parts of the country. The chief managers of religious foundations are being appointed directly by the Supreme Leader, and answer only to him.  It is inconceivable that such a high-level official joins the election contest without permission from Khamenei. That is why Raisi is considered to be favorite candidate of Khamenei. Moreover, some people claim that Raisi has been grooming for the post of Supreme Leader after Khamenei. However, a possible defeat, or a victory with small margins may shadow his claim for the post of Supreme Leader.
Raisi has two vulnerabilities. The first is his alleged role in the summary executions of imprisoned regime opponents in 1988. On the other hand, this indicates how hardliner he is, and how he is committed to the regime. The second vulnerability of Raisi is his being lack of a political career. That is, he is not known by wider segments of the society, which may also be translated into leverage. As a matter of fact, he could not be blamed for systemic corruption and deficiencies. Additionally, he has managed to fulfill the self-appointed but the failed mission JAMNA by making himself as the single joint candidate of conservative faction with the help of massive disqualifications made by the Council of Guardians. The self-presentation of Raisi as an independent and non-partisan contester further facilitates his work. He has already secured support of traditional conservatives embodied by JAMNA. He also aims to get support of neo-radicals by employing some figures from the cabinet of former President Ahmadinejad. Currently, former secretary general of the Supreme National Security Council Saeid Jalili and a hardliner ayatollah Mesbah-Yazdi have endorsed Raisi. Then, the continuation of claims of Mir-Salim and Qalibaf until the end of contest will be decisive. Especially the attitude of Qalibaf, who had garnered almost six million votes in the last presidential election, will be critical in shaping the election results.
Rouhani is considered as the joint candidate of technocrat, reformistand pragmatist factions. He is also known to have close relations with Khamanei. Although the latter occasionally criticize some policies and practices of the government, it does not mean a turn against Rouhani. Eventually, four-year performance of the Rouhani government will be put on vote on 19 May. In this respect, the nuclear deal and economic issues will come into prominence. Although the nuclear deal has been presented as a victory by the government, it is subjected to serious criticisms. Particularly some problems faced in the removal of sanctions and the harsh discourse of the Trump administration towards IranleadsIranian people to question both relations with the West and the nuclear deal.The nuclear deal has allowed the removal of constraints on Iranian oil exports, the return of some Iranian assets frozen in the United States, purchasing new airplanes for civil aviation etc. Although Iranian economy has recorded considerable growth rates in the last two years, socio-economic conditions of low-income and rural people has not improved. Considering this point into account, Raisi is expected to put forward a populist agenda. In this respect, one of the liabilities of the Rouhani government is corruption. Especially, the case of astronomic salaries of some high-level officials in public enterprises is likely to pose a serious challenge to the campaign of Rouhani. 
The technocrat-reformist alliance working in coordination with president Rouhani managed to record a considerable success in the parliamentary elections that were held in February 2016. Because the same alliance is maintained for the presidential elections, it is likely that it might reiterate a similar performance.

İran 19 Mayıs’ta yapılacak çift seçime hazırlanıyor. Onikinci Cumhurbaşkanlığı seçimi ile belediye ve köy meclisi seçimleri birlikte yapılacak. Seçimleri denetlemekle yükümlü Anayasayı Koruyucular Şurası, cumhurbaşkanlığı seçimi için adaylık başvurusunda bulunan yüzlerce aday arasından altı kişiyi belirledi ve kampanya süreci resmen başladı.


Siyasi Cenahlar ve Adaylar
Adaylardan birisi mevcut cumhurbaşkanı Hasan Ruhani. Devrimden beri üst düzey görevlerde bulunan Ruhani, İran Devrimi Rehberi Ali Hamanei ile yakın ilişkilere sahip. Uzun süre Hamanei’nin Yüksek Milli Güvenlik Konseyi’nde temsilciliğini yaptı. Ruhani geçen Ocak ayında vefat eden ‘pragmatist’ lider Haşimi Rafsancani ile de yakın ilişkilere sahipti. 2013’te cumhurbaşkanı seçilen Ruhani halihazırda teknokrat-reformcu ittifakını temsil ediyor. Uzun bir süreden beri baskı altında olan reformcu kesim kendilerine göreceli olarak daha yakın gördüğü Ruhani’yi destekliyor. Aynı cepheden birden fazla adayın yarışması durumunda seçimlerin kaybedilmesi riski nedeniyle reformcu hareketleri bir araya getiren geçici bir şemsiye örgüt olan Reformcu Siyaset Konseyi cumhurbaşkanlığı seçiminde Ruhani’yi destekleyeceklerini açıkladı.
Koruyucular Şurası’nın adaylığını tasvip ettiği kişiler arasında Ruhani’nin yardımcısı İshak Cihangiri ile eski bakanlardan Mustafa Haşimi-Taba reformcu kesime yakın adaylar. Özellikle Cihangiri’nin adaylık başvurusu, Ruhani’ye karşı yarışmak için değil Ruhani’nin Koruyucular Şurası’nda veto edilmesi ihtimaline karşı teknokrat-reformcu cepheyi temsil edecek alternatif bir adayın hazırlanması olarak görüldü.  Cihangirinin kampanya süresinde Ruhani hükümetinin faaliyetlerinin anlatılmasına katkıda bulunması ve sürecin sonunda Ruhani lehine adaylıktan çekilmesi bekleniyor. Teknokrat kimliği ile bilinen Onarımın Hizmetkarları (Kargozaran) partisinin kurucularından birisi olanHaşimi-Taba’nın ise etkili bir aday olduğunu söylemek zor.
Teknokrat ve reformcu kesim Ruhani’nin arkasında birleşirken muhafazakarlar da Ruhani’ye karşı yarışacak ortak aday arayışına girdi. Bu amaçla muhafazakar dernek ve partiler İslam Devrimi Güçleri Halk Cephesi (JAMNA) altında toplanarak ortak aday belirlemeye çalıştı. JAMNA, ilk defa ön seçim yaparak muhafazakar kesim içerisinden beş aday belirledi.  Böylece İran siyasetinin önde gelen muhafazakarlarının çoğu adaylık iddiasından vazgeçti.  JAMNA, seçimden önce anketlerde geride kalan kişilerin en popüler aday lehine çekilmesini istedi. Fakat muhafazakar cephenin ortak adaylarından birisi olan Mehrdad Bezerpash daha adaylık başvurusu sırasında çekildi. JAMNA adaylarından Alireza Zakani ve Hamidreza Hajibabai Koruyucular Şurası’ndan seçimde yarışmak için gerekli salahiyeti alamadı. Böylece JAMNA’nın ortak adaylarından yalnızca ikisi seçimde yarışma imkanı elde etti; Muhammed Bakır Galibaf ve Seyyid İbrahim Reisi.Yaklaşık on yıldır Tahran Belediye Başkanlığı yapan Galibaf 2005 ve 2013 yıllarında da cumhurbaşkanı adayı olmuştu.Bu iki seçimde de yüzde 15 civarında oy almış olan Galibaf, muhafazakar cenahın popüler adayı değil, zira önseçimde dördüncü sırada geldi. JAMNA’nın ilk sıradaki adayı önseçimden birinci çıkan S. İbrahim Reisi. Fakat Reisi JAMNA toplantılarına hiç katılmadı ve kendisini bağımsız bir aday olarak tanıtıyor.
JAMNA çok sayıda muhafazakar grubu birleştirse de muhafazakar cenahın en köklü hareketlerinden birisi olan ve Tahran pazarında güçlü olan Motelefe (İslami Koalisyon Partisi) dışarıda kaldı. Motelefeh, eski Kültür Bakanı Mustafa Mir-Selim’i aday gösterdi. Mir-Selim’in adaylığı Koruyucular Şurası tarafından uygun bulundu. Bu zamana kadar Motelefe veya Mir-Selim tak başına bir seçim yarışına girmediği için nasıl bir performans göstereceklerini tahmin etmek zor.
Adayların belirlenmesi sürecinde sürpriz eski cumhurbaşkanı Ahmedinecad’dan geldi. Cumhurbaşkanlığı döneminde yardımcılığını yapan Hamid Bekai’yi destekleyen Ahmedinecad kendisi de aday olarak başvurdu. Ahmedinecad’ın adaylığı uzun zamandanberi konuşuluyordu fakat Hamanei’nin geçen Eylül’de buna sıcak bakmadığını söylemesi üzerine Ahmedinecad Rehberin tavsiyesi üzerine aday olmayacağını söylemişti. Hem Ahmedinecad’ın hem de Bekai’nin adaylığı Koruyucular Şurası tarafından reddedildi.

Ruhani-Reisi Yarışı
Koruyucular Şurası’nın aday listesini netleştirmesinden sonra cumhurbaşkanlığı seçimi yarışının Ruhani ile Reisi arasında geçmesi bekleniyor. Ulemadan gelen bu adayların ikisi de hukuk eğitimi aldı. Ruhani daha çok siyasi görevlerde bulundu ve güvenlikle ilgili alanlarda çalıştı. Reisi ise adli görevlerde bulundu. Halihazırda Ulema Özel Mahkemesinin Başsavcısı olan Reisi, geçen yıl Mart ayında İran’ın en büyük dini vakıflarından birisinin Astane Kudsi Rezevi’nin başına geçti. Ülkenin bir çok yerinde çok farklı alanlarda faaliyet gösteren şirketleri olan bu vakfın ekonomik değerinin 15 milyar doların üzerinde olduğu düşünülüyor. Dini vakıfların yöneticileri Rehber Hamanei tarafından atanıyor ve yalnızca ona hesap veriyor. Böyle üst düzey görevdeki birisinin Hamanei’nin müsaadesi olmadan cumhurbaşkanlığı için aday olması sözkonusu değil. Bu yüzden Resi’ye Hamanei’nin gözde adayı olarak bakılıyor. Hatta bazıları Reisi’nin Hamanei’nin yerine liderlik makamına hazırlandığını iddia ediyor. Fakat muhtemel yenilgisi veya kazansa bile düşük bir farkla kazanması liderlik iddiasına zarar verebilir.
Reisi’nin iki büyük zaafı var. Birisi 1988’de cezaevlerinde bulanan rejim karşıtlarının infaz edilmesinde oynadığı rol. Fakat bu aynı zamanda rejime ne denli bağlı olduğunu ve inançlarında katı olduğunu gösteriyor. Reisi’nin ikinci zaafı ise siyasi kariyerinin olmaması. Dolayısıyla geniş halk kesimleri tarafından fazla tanınmıyor. Ancak bu bir avantaja da dönüşebilir. Zira sistem içindeki yozlaşmadan veya aksaklıklardan sorumlu tutulması zor. Reisi, JAMNA’nın yapamadığını yapmayı başardı ve Koruyucular Şurası’nın da birçok  adayı veto etmesi suretiyle yaptığı katkıyla muhafazakar cenahı birleştiren  ortak aday olarak ortaya çıktı. Kendisini bağımsız ve partiler üstü tanıtması işini kolaylaştırıyor. Halihazırda JAMNA’nın temsil ettiği geleneksel muhafazakarların desteğini garantilemiş görünüyor. Ayrıca Ahmedinecad kabinesinden olan bazı kişileri ekibine dahil ederek neo-radikal kesimin de desteğini almayı hedefliyor. Nitekim şimdiden Yüksek Milli Güvenlik Konseyi’nin eski genel sekreteri Said Celili ile radikal din adamı Ayetullah Mesbah Yezdi’nin desteğini aldı. Bu durumda Mir-Selim ile Galibaf’ın seçim yarışında sona kadar devam edip etmeyeceği önemli. Özellikle en son cumhurbaşkanlığı seçiminde altı milyon civarında oy olan Galibaf’ın tavrı bir hayli etkili olacak.
Ruhani ise reformcu,teknokrat ve pragmatist kanadın ortak adayı. Onun da Rehber Hamanei ile yakın ilişkisi olduğu biliniyor. Hamanei zaman zaman hükümetin politikalarını eleştirse de bu Ruhani’ye karşı tavır aldığı anlamına gelmiyor.Bununla beraber 19 Mayıs seçiminde Ruhani’nin iktidardaki dört yıllık performansı değerlendirilecek. Bu çerçevede nükleer anlaşma ve ekonominin durumu öne çıkacak. Nükleer anlaşma hükümet tarafından büyük bir başarı olarak sunulsa da ciddi şekilde eleştiriliyor. Özellikle yaptırımların kalkmasındaki aksaklıklar ile Trump yönetiminin İran’a yönelik sert söylemleri hem İran’ın Batı ile ilişkilerinin hem de nükleer anlaşmanın sorgulanmasına neden oluyor. Nükleer anlaşmadan sonra petrol satışı üzerindeki kısıtlamalar kalktı; ABD İran’ın dondurulmuş fonlarından bir kısmını iade etti; İran’ın sivil havacılık için yeni uçak almasının önü açıldı. İran ekonomisinde kaydedilen gelişmelere rağmen dar gelirli kesimler ile kırsalda yaşayan insanların ekonomik durumlarında pek bir iyileşme kaydedilemedi. Reisi’nin bu durumu dikkate alarak popülist bir söylem geliştirmesi bekleniyor. Ruhani’nin sorunlarından birisi de yolsuzluk. Geçen yıl ortaya çıkan bazı kamu iktisadi teşekküllerinde idarecilerin aldığı astronomik maaşlar meselesi bu açıdan Ruhani’nin elini zorlayacak. Bununla birlikte geçen yıl Şubat ayında yapılan parlamento seçimlerinde Cumhurbaşkanı Ruhani ile birlikte hareket eden reformcu-teknokrat ittifakı kayda değer bir başarı göstermişti. Aynı ittifak sürüyor ve benzer bir başarının tekrarlanması mümkün görünüyor.

Federalism in Syria, PYD and Ambivalent Position of Iran

After the escalation of clashes between the Syrian regime and its opponents, the Assad administration withdrew its armed forces from some pre-dominantly Kurdish inhabited settlements in the north of country. Thus, the Syrian Kurds have experienced self-administration in those settlements since July 2012. Afterwards, they built ‘autonomous’ ‘canton’ administrations led by PYD (Democratic Union Party), the Syrian offshoot of PKK. In due course, the PYD has created alliances with various actors inside and outside Syria in the name of ‘fighting against ISIS’. Its armed wing, YPG consolidated its grip over the ground and expanded its sphere of control due to its partnership with the Syrian regime, and American and Russian support.  Former US Secretary of State,John Kerry told the Senate foreign relations committee  in February 2016, ‘it may be too late to keep it as a whole Syria whole’ if they fail to establish a transitional administration, and he talked likelihood of ‘a plan B.’ Shortly after him, Sergei Riyabkov, Russian deputy foreign minister, said; ‘If as a result of talks, consultations and discussions on Syria's future state order ... they come to an opinion that namely this (federal) model will work ... then who will object to this?’ Stefan de Mistura, special representative of the UN Secretary General, also expressed similar views. These statements unleashed a new debate revolving around the establishment of a federal system in Syria. Both the Syrian government, and the opposition and some regional countries rejected federalism for Syria. However, PYD and its partners proclaimed the establishment of a federal region named ‘Rojava and Northern Syria United Democratic System’ on March 16, 2016, in Rimelan. Although none of the influential actors recognized the proclamation of federalism, the Assad administration, the United States and Russia have maintained their close cooperation with PYD and YPG. Moreover, this partnership was decisive to stop the march of Turkish armed forces and its allies towards Manbij, after taking control of al-Bab. These developments have led to question position of Iran, one of the most notable actors influential over the Syrian regime.
Iran has taken an ambivalent, murky standing with regard to the debates on federalism in Syria, either becauseit has different priorities, or in a conscious way. On the one hand, Iranian officials declared that federal system would not contribute to solution of the Syrian crisis, and continuously talked on preserving territorial integrity of Syria. Salih Muslim, PYD leader, also acknowledged Iran’s strong opposition to federalism. On the other hand, it remained silent onRussian bid for midwifery to deliver Kurdish federalism or autonomy, and developing close relations with PYD. Moreover, intricate relations between PYD and the Assad regime makes it harder to comprehend Iranian stance.
The ambivalent position of Iran has led two different, and contrasting assessments. First assessment suggests that Iran is in partnership with PKK with regard to regional issuesfor a while. Accordingly, having assisted by PUK that has been long time friend of Tehran, Iran brokered an agreementbetween PYD, the Syrian branch of PKK and the Assad administration. Accordingly, Assad surrendered the north of Syria to PYD in return for its promise to avoid joining the Syrian opposition,and to suppress anti-regime protests in the region.As stated by Nuri Brimo, a member of Syrian Kurdish National Council (ENKS), ‘PYD turned into gendarmerie of Assad and Iran’. That is, the declaration of autonomous or federal region by PYD is not beyond information and control of Iran. Moreover, the Assad administration and Iran have supported PYD both as part of their strategy to struggle against extremist ‘takfiri movements,’ and to prevent Turkey from mounting influence in the region.
Additionally, there is an apparent sympathy in Iranian media towards the Syrian Kurds, especially PYD. One of the reasons for that sympathy is the emergence of PYD as an ‘efficient’ actor that has been fighting against ‘takfiri terrorists’.  Second, a sense of consolidation with the Kurdsas part of ‘Irani’ peoples is prevalent in Iranian media, which boosted by ‘neo-Aryanist’ feelings. Additionally some people are advocates of building close relations with Kurdish movements in the region, for strategic reasons, in order to assure Kurdish support in future. Hence, relations between Iran and PYD/PKK are not only forced by contextual developments, but also shaped by strategic calculations.
According to the second assessment, Iran is discomforted with PYD attempts for autonomy. This view is dictated by the fear that the establishment of autonomous or federal regions will eventually lead into disintegration of Syria. With the words of Mohammad Ali Mohtadi, Iranian analyst, ‘the enemy that failed to disassociate Syria from the axis of resistance is now trying to fragment it’.  In this respect, many people draw attention to dramatic Israeli and American support for the Kurdish autonomy. Additionally, they are concerned with a potential geopolitical earthquake to be triggered by the Kurdish autonomy, which will adversely affect all countries in the region including Iran.
Iran, arguably discomforted from PYD’s desire for autonomy, has continuously called for preserving territorial integrity of Syria, and approached Turkey in order to increase their cooperation to foment Kurdish bid for federalism. Soon after the outbreak of federalism debates, Ahmet Davutoğlu, then Prime Minister, paid an official visit to Tehran on March 3-4. At that occasion, Davutoğlu called his Iranian collocutors that they ‘should not leave the fate of the region to extra-territorial powers’. Turkish Foreign Minister Mevlüt Çavuşoğlu, who met his Iranian counterpart M. Cevad Zarif in İstanbul on Match 19, lashed out PYD’s declaration of federal region, and said, ‘They want to divide Syria. With Iran, we support the territorial integrity of Syria’. The Euphrates Shield Operation that begun soon after mutual visits of Iranian and Turkish foreign ministers in August 2016 is viewed by many people as a reflection of cooperation between Ankara and Tehran, who are embarrassed with the Syrian Kurdish attempt for building federal region.
Iranian and Turkish search for partnership, however, did not last long. Before anything else, Iran has preserved its ambivalent stance with regard to federalism in Syria. Second, Iran severely criticized Turkish military intervention in the region. Additionally, it has maintained its ties to PKK, and has secured continuation of cooperation between the regime and PYD. For instance, Basnews reported in November 2016 that Qassem Suleimani, commander of the Qods Force of Iran frequently met PKK leaders. Likewise, Azad Osman, a member ofthe Rojava Independent Kurdish Union, claimed that high-level officials from the Syrian regime, together with some IRGC officers met PKK leaders in the region in Rimelan in March 2017, when they negotiated the surrender of Manbij by PYD to the Syrian army.
Iran considers it is unlikely to return status quo ante in Syria prior to 2011, that is, a central government could establish its authority over the whole country. However, it is concerned with the prospective change of borders in the region, and the emergence of new political systems without Iranian influence. That is why Iran consciously takes an ambivalent stand with regard to federalism debates in Syria. Iranian call for the preservation of sovereignty and territorial integrity of Syria doe not mean its opposition the Kurdish autonomy or federalism. As a matter of fact, Iran was among the few regional countries that supported the establishment of a federal system in Iraq in 2005. Then, why does it oppose the formation of an autonomous or federal Kurdish region that permits Iranian meddlingunless it remained within Syria, and did not damage territorial integrity of the country?

Suriye’de rejim ile muhalifler arasındaki çatışmaların yaygınlaşmasından sonra Esad yönetimi ülkenin kuzeyinde Kürtlerin yoğun olarak yaşadığı bazı bölgelerden askerlerini çekti. Böylece Temmuz 2012’den beri Suriyeli Kürtler kendi kendilerini yönetme deneyimi kazanmaya başladı. Kısa bir süre sonra PYD kontrolünde  ‘özerk’ ‘kanton’ yönetimleri kuruldu. PYD zamanla ‘IŞİD’e karşı mücadele’ adı altında Suriye içinden ve dışından çeşitli aktörlerle ittifak ilişkisi kurdu. PYD’nin silahlı gücü YPG ise gerek ABD ve Rusya’nın destekleri, gerekse rejimle işbirliği sayesinde sahadaki gücünü pekiştirdi ve kontrol ettiği alanları genişletti.Geçen yıl Şubat ayında dönemin ABD Dışişleri Bakanı John Kerry, Senato’da yaptığı konuşmada  geçiş yönetiminin kurulamaması durumunda Suriye’yi bir arada tutmanın çok zor olacağını ve ‘B planı’nın gündeme gelebileceğini söyledi. Ardından Rus Dışişleri Bakan Yardımcısı Sergei Riyabkov, ‘eğer taraflar Suriye’nin geleceği hakkında federal bir sistemde uzlaşırlarsa buna kimse itiraz etmez’ dedi. Benzer fikirler BM Genel Sekreteri Stefan de Mistura tarafından da dile getirildi. Böylece Suriye’de federal sisteme geçiş tartışmaları başladı. Suriye hükümetinden ve bazı bölge ülkelerinden gelen olumsuz tepkilere rağmen PYD ve müttefikleri 16 Mart 2016’da, Rimelan’da ‘Rojava ve Kuzey Suriye Demokratik Birliği’ adı altında federal bir bölge kurulduğunu ilan etti. Federal bölge ilanını hiçbir aktör resmen tanımasa da hem Esad rejimi, hem ABD, hem de Rusya PYD-YPG ile işbirliğini sürdürdü. Hatta Fırat Kalkanı operasyonu çerçevesinde El-Bab’ta kontrolün sağlanmasından sonra  Menbiç’e yönelen Türk askeri unsurları ile müttefiklerinin durdurulmasında bu işbirliği etkili oldu. Peki, Suriye rejimi üzerinde en etkili aktörlerden birisi olan İran bu süreçte nerede duruyor?
İran, Suriye’deki federalizm tartışmaları karşısında ya önceliklerinin farklı olması nedeniyle konuya ilgisiz kaldığından veya bilinçli olarak kararsız, ikircikli bir tavır sergiliyor. Bir yandan, federalizmin Suriye krizinin çözümüne bir katkı sağlamayacağını iddia ediyor ve mütemadiyen Suriye’nin toprak bütünlüğünün korunmasından dem vuruyor. PYD lideri Salih Müslim, İran’ın federalizme sert şekilde direndiğini söylüyor. Diğer yandan sahadaki müttefiki Rusya’nın Kürt federal veya özerk bölgesinin ebeliğine soyunması ve PYD ile işbirliğini sürdürmesi karşısında sessiz kalıyor. Üstelik Esad rejimi ile PYD  arasındaki girift ilişkiler, İran’ın tavrının anlaşılmasını zorlaştırıyor.
İran’ın bu müphem tavrı birbirinden farklı, hatta zıt değerlendirmelere sebep oluyor. Bir yaklaşıma göre İranbir müddettir bölgesel meselelerdePKK ile işbirliği içinde. Uzun bir süreden beri kendisiyle birlikte hareket eden KYB’nin yardımıyla Esad rejimi ile PKK’nın Suriye kolu olan PYD arasında bir anlaşma yapılmasını sağladı. Buna göre Esad, PYD’nin muhalefete katılmaması ve Esad karşıtı gösterileri bastırması karşılığında Suriye’nin kuzeyini PYD’ye teslim etti. PYD’nin rakibi olan Suriye Kürt Ulusal Meclisi (ENKS) üyesi Nuri Brimo’nun ifadesiyle PYD, ‘Esad’ın ve İran’ın jandarması’na dönüştü. Dolayısıyla PYD’nin özerklik veya federal bölge ilanı aslında İran’ın bilgisi ve kontrolü dışında değil. Bilakis hem ‘tekfirci hareketlere’ karşı mücadele, hem de Türkiye’nin bölgede nüfuz kazanmasını önlemek amacıyla İran ve rejim PYD’ye destek veriyor.
Öte yandan İran medyasında Suriye Kürtlerine, özelde PYD’ye karşı bir sempati olduğu görülüyor. Bu sempatinin birinci nedeni PYD’nin ‘tekfirci teröristlere’ karşı mücadelede ‘etkili’ bir aktör olarak ortaya çıkması. İkincisi ‘ırkçı-milliyetçi’ hislerle ‘İrani bir kavim olan Kürtler’le dayanışma duygusu yaygın. Ayrıca stratejik mülahazalarla, gelecekte Kürtlerin desteğini kazanabilmek için bölgedeki Kürt hareketleri ile iyi ilişkiler geliştirilmesi savunuluyor.Dolayısıyla İran ile PYD/PKK arasındaki ilişkiler sadece mevcut şartların zorlamasıyla değil, İran’ın stratejik kaygıları tarafından şekillendiriliyor.
İkinci yaklaşıma göre ise İran, PYD’nin özerklik çabalarından rahatsız. Bunun başlıca nedeni özerklik ve federal bölge tartışmalarının Suriye’nin parçalanmasına yol açacağı endişesi. İranlı analist Ali Akbar Mohtadi’nin ifadesiyle ‘Suriye’yi direniş ekseninden koparamayan düşman, şimdi onu parçalamaya çalışıyor.’ Bu çerçevede yapılan değerlendirmelerde Kürtlerin özerklik çabalarına en büyük desteği ABD ve İsrail’in verdiğine işaret ediliyor. Ayrıca, Kürtlerin özerkliğinin Ortadoğu siyasi coğrafyasında deprem yaratmasından ve bunun dalgalarının İran dahil bütün bölge ülkelerini olumsuz etkilemesinden endişe ediliyor.
PYD’nin özerklik  çabalarından rahatsız olan İran bir taraftan Suriye’nin toprak bütünlüğünün korunması çağrısı yaparken diğer taraftan Türkiye ile işbirliğini artırdı. Suriye’de federalizm tartışmalarının başlamasından kısa bir süre sonra, 3-4 Mart’ta dönemin Başbakanı Ahmet Davutoğlu, Tahran’a resmi ziyarettebulundu. Bu ziyaret sırasında Davutoğlu, ‘bölgenin kaderinin dış güçlere bırakılmaması’ çağrısında bulundu. 19 Mart’ta İstanbul’da Zarif ile bir araya gelen Dışişleri Bakanı Mevlüt Çavuşoğlu, PYD’nin federal bölge ilanını sert şekilde eleştirdi ve ‘Suriye’yi bölmek istiyorlar. Biz İran ile birlikte Suriye’nin toprak bütünlüğünü destekliyoruz’ dedi.Ağustos 2016’da İran ve Türk dışişleri bakanlarının karşılıklı ziyaretlerinden kısa bir süre sonra başlatılan Fırat Kalkanı harekatı, Suriyeli Kürtlerin özerklik arayışından rahatsız olan Ankara ve Tahran’ın işbirliğinin yansıması olarak değerlendirildi.
Ne var ki Türkiye ile İran arasındaki işbirliği arayışları uzun sürmedi. Bir kere İran federalizm tartışmaları karşısındaki müphem tavrını sürdürdü. İkincisi, Türkiye’nin bölgedeki askeri operasyonunu sert şekilde eleştirdi.Ayrıca, PKK ile ilişkisini sürdürdü ve rejim ile PYD arasında işbirliğinin sürmesini sağladı. Mesela, Kasım 2016’da Basnews’te yer alan bir haberde İran Kudüs Gücü Komutanı Kasım Süleymani’nin sık sık PKK liderleriyle bir araya geldiği iddia edildi. Keza, Rojava Bağımsız Kürtler Birliği Üyesi Azad Osman, Suriye rejiminin üst düzey yetkilileri, İran Devrim Muhafızlarından bazı subaylar ile bölgedeki PKKlıların Mart 2017’de Rimelan’da bir toplantı yaptıklarını ve bu toplantıda Menbiç’in Suriye ordusuna teslim edilmesinin görüşüldüğünü iddia etti.
İran, Suriye’de 2011 öncesine dönülmesinin, yani merkezi hükümetin bütün ülkede kontrolü sağlamasının artık imkansız olduğunu düşünüyor. Fakat bölgede sınırların değişmesinden ve siyasi yapıların kendi kontrolü dışında şekillenmesinden endişe ediyor.Bu nedenle Suriye’de federalizm tartışmaları karşısında bilinçli olarak müphem bir tavır sergiliyor. İran’ın Suriye’nin egemenliğinin ve toprak bütünlüğünün korunması çağrıları gerçekten özerkliğe veya federasyona karşı olduğu anlamına gelmiyor. Nitekim İran, 2005’te Irak’ta anayasa yapım sürecinde federal sistemi destekleyen ender bölge ülkelerinden birisiydi. Aynı şekilde Suriyeli Kürtlerin bağımsızlığa varmayan, yani Suriye’nin toprak bütünlüğünü koruyacak şekilde, özerklik veya federasyon girişimlerine destek verebilir.

The “Fall” of Aleppo and Iran

It was announced on December 13, 2016 that the forces affiliated with the Assad government and its allies seized control in the east of Aleppo. Russian Representative to the United Nations Vitaly Churkin stated that Syrian army retook control of the regions held by rebels, and a deal was broken for the withdrawal of rebel fighters from the city. Therefore, the armed opposition groups who had been holding a part of Aleppo since July 2012, had to leave the city. Whereas the supporters of the Assad administration viewed this development as the “liberation of Aleppo”, the opposition and its supporters called it the “fall” of Aleppo. Even though it was not the end of Syrian civil war, the “fall” of Aleppo remarkably excited Assad supporters in Syria and the region.
Iranian government, who resolutely backed the Assad government since the outbreak of crisis, and provided it with every kind of support, delighted with the “fall” of Aleppo. Iranian President Hassan Rouhani congratulated the “Syrian government” for “saving” Aleppo. Speaker of the Iranian Parliament, Ali Larijani said that the liberation of Aleppo “was a milestone in the fight against terrorism”. Ali Akbar Velayati, foreign policy advisor to the Iranian Leader Ayatollah Ali Khamenei, who plays an efficient role in shaping Iran’s relations with the Arab world, underlined, “the victory in is considered as the introduction of other victories”. Other Iranian officials also called their counterparts in Syria and congratulated Syrian people and government for “the success gained in the fight against terrorism”. Friday prayer leaders delivered speeches praising the “resistance against imperialist designs of the West and Zionists,” and the “success recorded in the fight against terrorism.”

Iran’s Euphoria
There are various reasons why Iran is so pleased with the success of Syrian regime forces against the opposition: Firstly, this is not a war waged only by Iran’s ally with its own means. With the words of Yahya R. Safavi, former commander of the Revolutionary Guards and advisor to Khamenei on military affairs, “Aleppo was liberated thanks to a coalition between Iran, Syria, Russia, and Lebanon’s Hezbollah.” Iran has actively involved in organizing, training and leading pro-Assad National Defense Forces in addition to its military advisory missions, and logistical support provided to the Syrian army. Furthermore, besides Lebanon’s Hezbollah movement, it mobilized Shiite militia from Iraq, Afghanistan and Pakistan, and led them into a number of fronts in Syria in the name of protecting Sayyidah Zaynab shrine. Moreover, in addition to the officers of the Quds Force and the Revolutionary Guards in charge of extraterritorial operations, some units from the army were deployed in Syria in order to join the fight. A number of insurgents claimed that they have been fighting against the forces affiliated with Iran, rather than the Assad regime. Iran suffered heavy losses for this cause, as well. Besides hundreds of militia and soldiers, many experienced generals like Hossein Hamadani who had orchestrated Iran’s military operations in the field lost their life in Syria. It is reported that Brigadier General Javad Ghafari took the command of Iranian operations in Syria after Hamadani, who was killed in October 2015. Therefore, Iranians counted a big part of the “success” gained in Aleppo on their own account.
Indeed, next to the military support given to the Assad government, political and diplomatic efforts of Iran contributed much to the current situation in Syria. Russian military involvement in Syria in support of the regime in September 2015 changed the military balance on the ground in favor of the Assad government. It is claimed by some rings that Iran was influential in the Russian intervention. Indeed, Tehran and Moscow, who agreed to support the Assad government, and “fight against terrorism” have coordinated their steps since the start of the conflict. The relationship between two countries has been deepened in the past year. Iranian, Syrian and Russian ministers of defense met in Tehran in June 2016. A tripartite meeting was held among the foreign ministers in Moscow in October 2016. Iran and Russia kept in touch with each other during the recent conflicts in Aleppo. Special Representative of Russian President Vladimir Putin for Syria, Alexander Lavrentiev was in Tehran shortly before and after the Syrian army took control in Aleppo. In his visit to Tehran, Lavrentiev met with Velayeti and Rear Admiral Ali Shamkhani, Iran’s Secretary of Supreme National Security Council and coordinator of military, political and security cooperation with Russia and Syria.
Secondly, the consolidation of the government control in Aleppo, boosted Iranian arguments that Assad should be part of the transition process. In fact, the priorities of most of the regional and global actors have shifted in Syria for a while ago; instead of overthrowing the Assad regime they have focused on the fight against terrorism and extremism signified by ISIS and al-Nusra Front. The withdrawal of armed insurgents from Aleppo has strengthened both the position of Iran and Russia in the field, and their arguments in international forums.
Another reason why Iranians are pleased with the development in Aleppo is the special meaning that they ascribe to the fight in Syria. Many Iranians view the reclamation of Aleppo from the insurgents not only as the defeat of “rebels and terrorists” but also that of the regional actors and the USA that have supported the opposition. Such an assessment of the regional developments has made some Iranian officials, especially the military ones euphoric.
Former commander of the Revolutionary Guards, Safavi claimed that the coalition that led to the liberation of Aleppo “will next liberate Mosul.” He also claimed that the victories of the Iran, Russia, Syria and Hezbollah coalition underlined Iran’s increasing regional influence. Safavi said, “the United States has found out very well that the Islamic Republic of Iran is the first power in the region”. He added that the new US President Trump should “accept the reality that Iran is the leading power in the region.” Deputy Commander of the Revolutionary Guards, Hossein Salami stated that “the length of swords of the Islamic Revolution of Iran that stands against the excesses of global arrogance reached from Tehran to the east of Mediterranean.” Salami praised the “liberation of Aleppo” as the “first step of the success of the army of Islam,” and stated “God willing, the liberation of Mosul, Yemen, and Bahrain will soon be achieved.” IRGC Spokesman Ramazan Sharif maintained, “the liberation of Aleppo would prepare the ground for the liberation of Mosul and the resolution of crisis in Yemen and Bahrain.” In an article published in Javan newspaper affiliated with the Revolutionary Guards, Mohammad Babaei argued; “Almost all observers agree in that the result of the battle will open a new chapter in the Middle East which will be under Iran’s leadership.”

Negotiation and Struggle in Iranian Foreign Policy
Since the outset of the crisis, Iranian officials and diplomats stated in various statements that the Syrian crisis could not be solved through military means, but a diplomatic and political solution should be sought. A small group has occasionally criticized the reckless support given to the Assad regime in a low tune. Against those critics and the call for political solution, neo-conservative rings and the Revolutionary Guards have continuously called “resistance and fight” as the only solution for the Syrian crisis. Recently, Velayati, who appeared in a television program in November 2016, condemned those who were in favor of negotiations with the United States on regional issues including the Syrian crisis, and said they “are not aware of the hostile nature of the USA”.
Neo-conservative circle and the Revolutionary Guards considered the liberation of Aleppo as a success for the “resistance and fight”. In his sermon on December 16, Friday Prayer Leader of Tehran Ayatollah Mohammed Emami-Kashani raised the question of Aleppo after he reminded that Iran sincerely fulfilled all its liabilities arising from the nuclear deal but the USA violated the deal by extending the embargoes. Congratulating Syrian nation and army for the liberation of Aleppo, Emami-Kashani said that the victory was won in light of resistance in Aleppo. Friday Prayer Leader of Qom, Ayatollah Hashem Hosseini Bushehri claimed that the “liberation of Aleppo” was an “honorable example” of “relying on struggle, not on surrendering and negotiating fruitlessly.”
When Hassan Rouhani took office as the President of Iran with his discourse of “moderate foreign policy” in August 2013, most observers expected Iran, to adopt a more compromising approach with regard to the regional issues, notably the Syrian crisis, and the nuclear issue. Iran opted for negotiations in order to solve the nuclear question, however, it opted for “resistance” in the Syrian crisis. The negotiation process initially yielded positive outcomes, and the nuclear deal was broken. Nevertheless, Iranian officials accuse the USA of violating the deal due to the problems recently faced in the implementation of the nuclear deal and the ongoing American sanctions on their country. The rise of accusations against the USA is actually weakening the Rouhani government who defended a negotiated solution for the nuclear issue.
While the problems encountered in the implementation of the nuclear deal make “negotiations” less preferable in Iran’s foreign policy, the re-establishment of control in Aleppo by the Assad regime is seen as the success of the policy “resistance and fight”. Iranian neo-conservatives and military officials, who are currently in euphoria, have been assured that the “success” gained in Aleppo through “resistance and fight” would be repeated on other fronts as well. Moreover, they believe that Iran will be the most powerful and influential actor in the Middle East at the end of this process. Therefore, considering the consequences of the ‘liberation’ of Aleppo, Iran is likely to pursue politically and military more aggressive policies in the region.

13 Aralık 2016’da Esad yönetimine bağlı güçler ile müttefiklerinin Halep’in doğusunda kontrolü ele geçirdiği ilan edildi. Rusya’nın BM Temsilcisi Vitaly Churkin, Suriye ordusunun isyancıların elindeki bölgelerde kontrolü yeniden sağladığını ve isyancı savaşçıların kentten ayrılması için bir anlaşmaya varıldığını söyledi. Böylece, Temmuz 2012’den beri Halep’in bir kısmını ellerinde bulunduran silahlı muhalif gruplar şehirden çekilmek zorunda kaldı. Bu gelişme muhalifler ve onların destekçileri tarafından Halep’in “düşüşü”, Esad yönetiminin destekçileri tarafından “Halep’in kurtuluşu” olarak görüldü. İran Rehberi Ayetullah Ali Hamaney’in dış ilişkiler danışmanı ve İran’ın Arap dünyası ile ilişkilerinin şekillenmesinde etkili bir rol oynayan Ali Ekber Velayeti ise “Halep’in kurtarılmasının bundan sonra atılacak adımlar için başlangıç” olduğunu söyledi. Diğer İranlı yetkililer de Suriyeli muadillerini arayarak “terörizme karşı mücadelede elde edilen bu başarı”dan dolayı Suriye halkına ve hükümetine tebriklerini sundu. Cuma hutbelerinde Suriye’de Batılıların ve Siyonistlerin “emperyalist emellerine karşı direnişi” ve “terörizmle mücadelede elde edilen başarıları” öven konuşmalar yapıldı.
İran’da Zafer Sarhoşluğu
İran’ın Suriye rejim güçlerinin muhalifler karşısında elde ettiği başarıdan dolayı bu denli mest olmasının çeşitli nedenleri var:
Birincisi, bu savaş İran’ın müttefikinin yalnızca kendi imkânlarıyla yürüttüğü bir savaş değildir. Devrim Muhafızları’nın eski komutanı ve Hamaney’in askerî işlerden sorumlu danışmanı Yahya R. Safavi’nin ifadesiyle “Halep’in teröristlerden temizlenmesinde İran, Rusya, Suriye ve Hizbullah ittifakı” önemli bir rol oynadı. İran, Suriye ordusuna verdiği askerî danışmanlık ve lojistik desteğin yanı sıra Esad yanlısı Milli Savunma Güçleri’nin teşkilatlanmasında, eğitiminde ve idaresinde etkili oldu. Ayrıca, Lübnan Hizbullahı’nın yanı sıra Irak’tan, Afganistan’dan ve Pakistan’dan Şiî milisleri seferber ederek Seyyide Zeyneb Türbesi’ni koruma adına Suriye’de değişik cephelere sürdü. Hatta İran’ın yurtdışı operasyonlarında görev alan Kudüs Gücü ve Devrim Muhafızları Ordusu subaylarının yanı sıra düzenli ordudan bazı birlikler de çatışmak üzere Suriye’ye yerleştirildi. Hatta bazı muhalifler kendileriyle savaşan esas gücün Esad rejimine bağlı güçlerden ziyade İran’a bağlı güçler olduğunu iddia etti. İran bu uğurda ağır kayıplar da verdi. Yüzlerce milis ve askerin yanı sıra Hüseyin Hemedani gibi İran’ın sahadaki askerî operasyonlarını yürüten çok sayıda tecrübeli general Suriye’de hayatını kaybetti. Ekim 2015’te öldürülen Hemedani’den sonra Suriye’deki İran operasyonlarının komutasını Tuğgeneral Cevad Gafari’nin aldığı belirtiliyor. Dolayısıyla Halep’te elde edilen “başarıda” İranlılar kendilerine büyük bir pay biçmektedir.
Esad yönetimine verilen askerî desteğin yanı sıra İran’ın siyasi ve diplomatik çabaları da Suriye’de bugün gelinen noktada etkili oldu. Nitekim, Rusya’nın Eylül 2015’te çatışmalara müdahil olması sahada askerî dengeleri rejim lehine değiştirdi. Bazı çevrelerde Rusya’nın müdahalesinde İran’ın etkili olduğu iddia ediliyor. Nitekim, Suriye’de krizin başlamasından beri Esad yönetiminin desteklenmesi ve “terörizme karşı mücadele” ortak noktasında buluşan Tahran ile Moskova arasında koordinasyon vardı. Geçtiğimiz yıl zarfında iki ülke arasındaki ilişkiler biraz daha derinleşti. Haziran 2016’da İran, Suriye ve Rusya savunma bakanları Tahran’da bir araya geldi. Ekim 2016’da üç ülkenin dışişleri bakanları Moskova’da üçlü toplantı yaptı. İran ile Rusya, Halep’teki son çatışmalar sırasında da sürekli temas halinde oldu. Rusya Devlet Başkanı Putin’in Suriye Özel Temsilcisi Alexander Lavrentiev, Suriye ordusunun Halep’te kontrolü sağlamasından kısa bir süre öncesinde ve sonrasında Tahran’daydı. Lavrentiev, Tahran’da Velayeti’nin yanı sıra İran’ın Milli Güvenlik Yüksek Konseyi Genel Sekreteri, aynı zamanda Rusya ve Suriye ile askerî, siyasi, güvenlik işbirliği koordinatörü Tuğamiral Ali Şamhani ile görüştü.
İkincisi, Esad yönetiminin Halep’te kontrolü sağlaması, İran’ın Esad’ın geçiş sürecinin bir parçası olması gerektiği yönündeki pozisyonunu güçlendirdi. Gerçi bir süreden beri bölgesel ve küresel aktörlerin çoğunun Suriye’deki önceliği değişmiş, Esad yönetiminin devrilmesinden ziyade IŞİD ve el-Nusra’nın temsil ettiği aşırılıkçılık ve terörizmle mücadele vurgusu öne çıkmıştı. Şimdi silahlı muhaliflerin Halep’ten çekilmesi, İran ile Rusya’nın hem sahadaki konumunu hem de uluslararası müzakerelerdeki savlarını güçlendirdi.
Halep’te elde edilen neticeden İranlıların mest olmasının bir başka nedeni ise onların Suriye’deki mücadeleye yükledikleri özel anlam. İranlıların birçoğu Halep’in muhaliflerden geri alınmasını sadece “isyancıların ve teröristlerin” değil, muhalifleri destekleyen bölgesel aktörler ve ABD’nin yenilgisi olarak görüyor. Sahadaki gelişmelerin böylesi bir bölgesel bir perspektiften değerlendirilmesi, İranlı yetkililerin bir kısmını, özellikle askerî yetkilileri zafer sarhoşu yaptı.
Devrim Muhafızlarının eski komutanı Safavi, “Halep’in kurtuluşunun ardından yakında Musul’un da alınacağını” söyledi ve İran, Rusya, Suriye ve Hizbullah ittifakının elde ettiği zaferlerin “İran’ın siyasi ağırlığını artırdığını” belirtti. Safavi, “ABD, İran’ın Batı Asya’nın en büyük gücü olduğunu gördü” dedi ve yeni ABD Başkanı Trump’ın “İran’ın bölgenin bir numaralı gücü olduğunu” aklında tutmasını söyledi. Devrim Muhafızları Komutanı Yardımcısı Hüseyin Selami, “küresel emperyalizmin aşırı isteklerine karşı duran İran’ın kılıçlarının Tahran’dan Akdeniz’in kıyısına kadar uzandığını” söyledi. Selami, “Halep’in kurtuluşu İslam ordusunun başarısının ilk adımıdır. Allah’ın izniyle, Musul’un, Yemen’in ve Bahreyn’in kurtuluşu da yakında olacaktır” dedi. Devrim Muhafızları Sözcüsü Ramazan Şerif, Halep’in kurtuluşunun, “Musul’un da kurtuluşuna ve Yemen ve Bahreyn buhranlarının çözümüne zemin hazırlayacağını” savundu. Devrim Muhafızları ile bağlantılı Javan gazetesinde Mohammad Babaei tarafından kaleme alınan yazıda, “savaşın sonunda bütün Ortadoğu’da İran’ın liderliğinde yeni bir sayfa açılacağı” ileri sürüldü.

İran Dış Politikasında Müzakere ve Mücadele
İranlı hükümet yetkilileri ve diplomatlar başından beri yaptıkları çeşitli açıklamalarda Suriye krizinin askerî yollardan çözülmesinin mümkün olmadığını, diplomatik ve siyasi çözüm bulunması gerektiğini söyledi. Sesi oldukça cılız çıkan küçük bir kesim de Esad yönetimine verilen kayıtsız desteği zaman zaman eleştirdi. Bu eleştirilere ve siyasi çözüm çağrılarına karşılık neo-muhafazakâr kesim ve Devrim Muhafızları, Suriye meselesinde tek çözümün “direniş ve mücadele” olduğunu savundu. Son olarak Velayeti, Kasım 2016’da katıldığı bir televizyon programında ABD ile Suriye krizi dâhil bölgesel meseleler üzerinde müzakere yapılmasını isteyenleri “Amerika’nın düşman doğasının farkında olmamakla” eleştirdi.
Neo-muhafazakâr kesim ve Devrim Muhafızları, Halep’in kurtuluşunu “direnişin ve mücadelenin” başarısı olarak gördü. Tahran Cuma İmamı Ayetullah Muhammed İmam-i Kâşânî, 16 Aralık’ta verdiği vaazda, –İran’ın nükleer anlaşmayla ilgili bütün yükümlülüklerini samimiyetle yerine getirdiği, buna karşılık ABD’nin ambargoları uzatarak anlaşmayı ihlal ettiği hatırlattıktan sonra– konuyu Halep’e getirdi. Suriye milletini ve ordusunu Halep’in kurtuluşu nedeniyle tebrik eden İmam-i Kâşânî, Halep’te zaferin direniş sayesinde kazanıldığını söyledi. Kum Cuma İmamı Ayetullah Haşim Hüseyin-i Buşehrî “Halep’in kurtuluşu, teslim olmanın veya sonuçsuz müzakerelerin değil, mücadeleye dayanmanın şerefli bir örneğidir” dedi.
Ağustos 2013’te Hasan Ruhani “itidalli dış politika” söylemiyle İran cumhurbaşkanı olduğunda birçok gözlemci İran’ın hem Suriye krizi başta olmak üzere bölgesel meselelerde hem de nükleer meselede daha uzlaşmacı bir tutum almasını beklemişti. Fakat bu dönemde İran nükleer meselenin çözümünde müzakere yolunu, Suriye meselesinde ise “direniş” yolunu seçti. Müzakere süreci başlangıçta olumlu sonuç verdi ve nükleer anlaşma yapıldı. Fakat, son zamanlarda nükleer anlaşmanın uygulanmasında karşılaşılan problemlerden ötürü ve Amerikan yaptırımlarının sürmesi nedeniyle İranlı yetkililer ABD’yi anlaşmayı ihlal etmekle suçluyor. ABD’ye yönelik bu suçlamaların artması, müzakere yoluyla nükleer meselenin çözümünü savunan Ruhani hükümetinin elini zayıflatmaktadır.
Nükleer anlaşmanın uygulanmasında karşılaşılan problemler İran dış politikasında “müzakere” seçeneğini zayıflatırken Esad yönetiminin Halep şehrinde kontrolü yeniden sağlaması, “direniş ve mücadele” yönteminin başarısı olarak görülüyor. İranlı neo-muhafazakârlar ve askerî yetkililer zafer sarhoşluğu içinde Halep’te “direniş ve mücadele” ile elde edilen “başarının” başka cephelerde de tekrarlanacağı konusunda kendilerinden emin. Hatta bu sürecin sonunda bütün Ortadoğu’da İran’ın en büyük ve en etkili güç olacağını düşünüyorlar. Dolayısıyla, Halep’te elde edilen sonuçtan hareketle İran’ın, bundan sonra bölgede askerî ve siyasi açıdan daha agresif hareket etmesi beklenmektedir.

Iran has stood behind the Assad administration since the outset of demonstrations against the regime in Syria. The initial differences among some Iranian officials regarding the meaning of the demonstrations in Syria, and responses of the Assad administrationsoon replaced by a policy that envisaged standingbehindAssad. Ayatollah Khamenei, the Supreme Leader of the Islamic Revolution,proclaimed in June 2011 thatIran would stand behind the Syrian regime in the face of the opposition protests, which, heclaimed, were organized by external forces, and served American and Israeli interests.
Although the content and rhetoric of Iranian support for the Assad administrationhave changed over time, the essence of this policy has not changed. The scope of the military and economic support to the regime provided byIran that has never withdrawn her political support from Assad,has gradually expanded.
Support for the Assad Regime
The Iranian support was initially limited to providingadvisory services and technical assistance to the Syrian security forces in suppressing anti-regime demonstrations. After the deepening of conflict between the armed opposition and the regime, Iran has directly or indirectly involved in clashes. The increasing numbers of Quds Forceofficers affiliated to the Islamic Revolutionary Guards Corpshave come to Syria in order to provide 'military consultancy' service to the Syrian forces.
The Lebanese Hezbollah,promoted by Iran, has sided with the regime forces and actively taken part in the clashes since the beginning of 2013. Additionally, the Shiite militia forces from Iraq, Afghanistan and Pakistan were mobilizedin the name of protectingthe Sayyidah Zaynab Shrine,and they backed up the regime forces. Since the regime forces were unable to take control of country,the Iranian government has increased its military forces in Syria from September 2015 onward; volunteer militia forces and special forces such as the 65th Airborne Brigade were sent to Syria.
It is not known exactly how many Iranian soldiers are in Syria. It was estimated that there were about 2,000 Iranian warriors in Syria by the middle of 2015. However, as mentioned above, the number of Iranian warriors has increased in the last year. According to a report published in September 2016by the National Resistance Council (People's Mujahedeen Organization of Iran -PMOI) thatopposes the Islamic Republic regime in Iran, 8-10 thousand troops from the Revolutionary Guards and 5-6 thousand troops from the army have been deployed in Syria. The same rapport claimed that besides7-10 thousand Hezbollah militants, 20 thousand Iraqi and 15-20 thousandAfghan militants, and 5-7 thousand militants from Pakistan, Palestine and some other countrieswere fighting in Syria under the control of Iran. These figures provided by the PMOI may have been exaggerated; nevertheless, the fact that Iran is not transparent in this regard opens the way for speculation.
Military losses and Economic cost
Iran lost more than 30 generals,including Hassan Shateri who ruled his country’s military operations in Syria, and his successor Hossein Hamadani, and many soldiers in the conflict. Mohammad Ali Shahidi Mahallati, Director of Foundation of Martyrs and Veterans Affairs, declared in his statement on November 22, 2016 that "the number of Iranians martyred in Syria for defending the Shrine exceeded a thousand." According to thePMOIclaims, the IRGC alone has lostaround 1,500 fighters. Losses of foreign Shia fighters who are operating under the Iranian command are in total more than 10 thousand. However, there is no clear information regarding military losses.
The continuous support for the Assad regimehas some economic burdens for Iran, as well. Iran became the main supplier of basic consumption goods, oil, weapons and ammunition, which Syria needed in the course of the civil war. Iran also directly provided the Assad regime with financial assistance. In addition, the expenses of training and equipment, and salaries of the militia forces that are sent to Syria for fightingwith the Assad regimeare again covered by Iran. Shia militias that fightunder the command of Iranare reportedly paid between 500 and 1000 US dollars per month.
Total economic costfor continuous Iranian involvementin the war in Syria is unknown. Staffan de Mistura, the Special Envoy of the UN and the Arab League to Syria put forward that Iran spends approximately6 billion dollars per year in support of the Syrian regime. However, some researchers claim that the cost of supporting Assad for Iran amounts on average to 15-20 billion dollars a year. Thus, it is estimated that up to now Iran has spentabout 100 billion dollars.
Regional implications of Iran’s Syria policy
The Iranian resolve to support the Assad's administration has also affected its foreign relations. Shortly after the beginning of the crisis, the US and the European Union began imposing sanctions on some Iranian figures and institutions because of the military support they gave to the Assad regime. Iran, on the other hand, severely blamed regional countries such as Turkey and Saudi Arabia,who have actively supported the Syrian opposition. Along with some other regional disputes, the tension between Iran and these two countries, Turkey and Saudi Arabia, who have been confronted each other in the Syrian crisis, has escalated at some times. While Iran accused these countries of interfering in Syria's internal affairs and supporting terrorists, Turkey and Saudi Arabia blamed Iran for supporting a cruel dictator due to its own regional and sectarian ambitions.
Iranthat supports the Assad regime without any conditionwas excluded from international conferences that sought peaceful solution of the crisis in Syria. A 'quadruple dialogue group' wasset up between Turkey, Iran, Egypt and Saudi Arabia in September 2012; nonetheless,after the withdrawal of Saudi Arabia, this initiative lost its essence. In the wake of the nuclear deal in 2015, Iran has been considered by the Western states as a regional partner for the solution of regional affairs. For the first time, Iran was invited by the US and Russian foreign ministers to an international meeting in Vienna on October 31, 2015, and thus Iran became a member of the International Syrian Support Group (ISSG).
The 'counter-revolutionary' role that Iran played in the Syrian crisis has extremely tarnished its image in the Arab and Islamic world. According to the Global Attitudes & Trends survey conducted by the Pew Research Center in 2015, the percentage of those who expressed positive views on Iran fell dramatically in many Islamic countries compared to the data obtained in 2006-2007. In the Arab and Islamic world, on average 58 percent of the population express a negative opinion about Iran.
One of the regional reflections of Iran's Syria policy is the regionalization of sectarian divisions. Iran mobilizesparticularly Shia warriors to defend the Shiite sanctuaries and to 'fight against the takfiriterrorists'. This situation has sharpened the sectarian consolidation both around Iran and against it. As a result, while the popularity of Iran has decreased across the wider Arab and Islamic world, the number of Iraqi, Lebanese, and Pakistani Shi'ites who sympathize with Iran is increasing. Likewise, the countries, which are mostly sympathized with by the Iranians in the Middle East are Syria and Iraq.
Additionally, Iranian determination to stand behind Assad has worsened its image among the Syrian opposition. Many opposition groups,who have seen Iran as an invading force in Syria, claim that they have beenfightingnot only against the Assad regime, but also against the‘Safavid Iran'.
Internal political implications of Iran’sSyria policy
One of the decisiveoutcomesof Iranian involvement in the Syrian crisis is the rising influence of the Revolutionary Guards in foreign policy. In addition to military and security aspects of the Syrian crisis for Iran, ideological and geopolitical dimensions of this conflict have led IRGCplay a more active role in Iranianpolicy towards Syria. Today, it is deemed thatQasem Soleimani, commander the Quds Force, has controlled the filesof Iraq and Syria.
Another prominent figure,who play an active role in Iranian policy towards Syria, is Ali Akbar Velayati, former Foreign Minister and adviser of Ayatollah Khamenei on foreign policy issues. Recently, Admiral Ali Shamhani, one of the former commanders of the Revolutionary Guards, the current Secretary of the Supreme National Security Councilhas come forward with his mission as the coordinator of relations between Iran, Russia and Syria. Therefore, the office of President,and the Ministry of Foreign Affairs that were expected to carry out Iranian foreign policy have begun to play subsidiary roles instead of formulating and implementing policies.
Despite all the previouslymentioned costs and challenges above, there is a very weak opposition in Iran to criticize policy towards Syria. It is understandable that there is a certain amount of consensus among variousfactions on this ground. However, the fact that the leaders of the "Green Movement" have been put under house arrest and that the opposition has been severely suppressed also makes it hardto criticize Iranian government.
The militarization and securitization of Iran's Syria policy have increased the level of authoritarianism and prevented the formulation of alternative politics. Perhaps this is the greatest price for the war in Syria for Iran. Only Hashemi Rafsanjani, who passed away in the last week, dared to speak againsthis country’s handling of the Syrian crisis on several occasions. In a speech he delivered in August 2013, Rafsanjani said that the Assad regimeused chemical weapons and tyrannized his people. In an interview in May 2016, drawing attention to his country's engagements in the region, particularly in Syria and Iraq he pointed out thatit would not be sustainable and that Iran would day by day getinto a scrape in the region.
Rafsanjani's criticisms did not arouse much interest in the public opinion. Moreover, a survey conducted in early 2016 revealed that most of the Iranian people were in favour of their government’s sending troops to Syria, and maintaining its support for Assad.
